New spaces for civil economy
The employment inclusion of people with disabilities. History and developments of the Job Placement Network project, which in two years has created 50 new employment contracts
When social innovation meets the world of work, concrete opportunities arise for the most fragile people. This is the story of Job Placement Network, a project carried out by a network of 10 type B social cooperatives and 2 consortia of cooperatives thanks to the support of Fondazione Cariplo. A project that in two years has created 50 new employment contracts through 30 orders according to the L68/99 regulation.

New Spaces of Civil Economy. Challenges, successes and new paths for work inclusion, which will be held on Tuesday 28 October 2025, from 2 to 6 pm, in the Aula Pio XI, Università Cattolica de, in l Sacro Cuorelargo Gemelli 1, in Milan. The conference is promoted by the Job Placement Network with the Order of Labor Consultants and ANCL Milan, in partnership with ALTIS Università Cattolica.
The initiative, which has obtained the patronage of the Metropolitan City of Milan, the Province of Varese, the Municipality of Bollate and Manageritalia Lombardia, represents a moment of sharing an innovative model that responds to one of the most complex challenges of the Italian labor market.
A concrete response to the need for inclusion
The Job Placement Network model is based on an integrated strategy that involves the cooperatives themselves together with companies and consultants, using the tools available, starting with the new Regional Framework Convention Art. 14 and recent ministerial decrees, to implement inclusive and sustainable policies. Article 14 of Legislative Decree 276/2003 in fact grants companies the opportunity to hire the disadvantaged worker through type B social cooperatives, to which the company undertakes to entrust work orders in order to cover the cost of the workers inserted and the respective production costs.
The network of cooperatives involved - active in the Milan metropolitan area and in the province of Monza and Brianza - has developed a structured approach by offering companies a catalog of over 45 diversified services, from specialized consultancy to personnel search and selection, accompanying both companies and workers in the integration process.
"In these two years we have shown that when cooperatives, companies and consultants work together with a view to widespread mutuality, concrete job opportunities are generated for disadvantaged people," explains Sara Valorsa, president of Alveare Cooperativa Sociale, leader of the project. Thanks to the support of Fondazione Cariplo and the networking of the know-how and inclusion practices of the cooperatives and consortia involved, Job Placement Network has helped to create a new scenario for job inclusion, unimaginable before its inception."
The program of the event
The meeting, moderated by Simone Fanti of RCS, will be attended by representatives of institutions, the cooperative world, employers' associations and trade unions. Among the speakers: Luca Pesenti of ALTIS Università Cattolica, Potito di Nunzio (president of the Order of Labor Consultants), Alessandro Graziano (President of ANCL Milan), Ivan Lembo (CGIL Milan) and Valeria Innocenti (Assolombarda).
The event will end with a call to action to promote the civil economy and strengthen collaboration between public and private stakeholders in inclusive employment.

The networkincludes the leader Alveare, Arca, Betania Travel, Fabbrica dei Segni, Il Grappolo, La Goccia, La tenda Amatese, Millemani, Re-tech life, Sammamet, and the consortia of social cooperatives: Consorzio Idea Agenzia per il Lavoro, Consorzio SiR- Solidarietà in Rete.
Inclusion that generates inclusion
A concrete example of how work inclusion can achieve excellent results when it focuses on skills is represented by Out of the blue, the agency that took care of all the communication of the Job Placement Network project. Born within the SiR Consortium, which is part of the JPN network, and composed mainly of people with autism, Out of the blue is about to transform itself into a social cooperative, demonstrating that removing social barriers and focusing on talent can generate unexpected opportunities.
